Phantom Steed - Hot to get this mount?

I have seen one player from server 106 having this kind of mount.
Is this mount unlocked if you reach level 3 stable?

Someone in my guild on another server has that mount. They said that it takes stables 3 when I asked. So I assume it gets unlocked then but who knows.

At stable level 3, you get Phantom Steed.

Highly doubt he hacked paypal. If he was able to do that he wouldn't be playing this game. Not to mention paypal is like a bank. They have extremely high security when it comes to that kind of stuff. He would get caught by the police if he was found hacking paypal.

u guys don't know then .. it pretty simple on getting accoutn of Paypal if he can scam them in the first place

hacking credit card can be done / hacking Ultimate Gaming card can be done / hacking paypal can be done

it just that if he a safe / smart hacker he would only spend limit of what he can do, don't over extend of hacking and he would not get caught that easy
