[?] Set 40 Legendary Eq vs Set 50 Eq?

As far as I know (CMIIW), set 45 is better than 40, 40 Legendary is better than 45, 50 is better than 45, but how about 40 Legendary vs 50?
Btw, I'm only talking about the main stats of the equipment and of course with max enchantment level.

Legendary 40 will come out a lil bit short of a fully leveled 50 set I believe when maxed out.
