Add a construction team with vouchers, and if that doesn't help, know that on higher levels you won't need this, as you don't level up that fast. (I'm guessing that you are under level 40)

VIP cards aren't all that rare - R2 gives them out sometimes for non-cashers and they are primarily used for the following:

- picking up the vip bundle once per week
- getting the researches in the academy done
- speeding up everything that you need to do
- spending your VIP tokens
