mage restoration skill

i the skill tree the restoration skill shows 65% max hp +200 <lvl 2> damage but i have seen an constant number of 2580 healing even though my hp is 14k, should it not be 8600 healing please explain me this

P/s: it depends on ur MATK. Only Suntoria depends on ur HP
