U get different types of runes as reward from Tank Battle. If you really want your Brutality lvl'ed then use your old runes to lvl it. If there is something else you prefer (ie. Healing rune) I'd advise u hang on to them and use them once u obtain a Healing rune. Runes also require diff amounts of xp to lvl. Healing takes 3k from lvl 1-2Comment
