Exp penalty at lvl 70?

I thought that you don't get penalized exp in dungeons once you get to lvl 70? But someone just told me you DO get penalized, just less than before o,o

Can anyone clarify this? Do you get no exp penalty or you do get penalty just less than before?

She means that if you run lower lvl dungeons you dont suffer as much decrease in exp bonus as you would do pre-70.

I am still getting nearly 1mil Exp from MD and DT even though I am Lv73. Get about 1.3mil for 70 maps.

Can't remember what I was getting at 68, as I camped at 69 for a while and had to take the exp penalty that comes with that.
