Cannot login for wb

Hi ..idk if this happened to anyone else.. I play in server 40 n everytime morning server i have to rush for wb sometime im late..and when im late i cnt log in to wartune......it seem i can only log in when the world boss finish. When im not late mean i log in my char like 1h or 30 mins before world boss it is fine..but when im late to log in like left 15 mins to world boss time i cnt log in.. even sumtime i cant even click the wartune main page from google search it wont load. Does the server design to block ppl in if they late for world boss ?
