Question about the brutality rune

The description of my brutality rune says: "+6% +800 Damage to players", but what does that really mean?
Does it only give +6% +800 damage to players or does the +6% also work on NPC?
I ask it because i see many players using the rune against NPC but i stronlgy doubt if that has an effect.

Is there anybody who really knows it? i.e. has tried it out?

It feels like it does affect attacks versus NPCs

A while back when I tested it, I was hitting around 7000 with rof. Without it, I was hitting in the 5000 range.
