Based on the way it is written you could get a random piece of gear from a Treasure Cache in wilds with only one stat on it and refine until it hits level 10. No balens required unless your luck is HORRIBLE and you have to Buy refinement crystals (which you should never have to do since you can recycle gear from MPs/Campaign/Treasure Cache
