Is scrutiny bugged?

Is scrutiny talent for archers bugged? coz i dont see any difference if i use ms w/ scrutiny and w/o it..

Been wondering that myself, I got it then reset talents and got something else cause I didn't see or notice a difference. Could be though since the damage rate is between 90% & 110% you could have got the 90% and it bumped it up to 100% but I dont know tbh.

i have it on lvl 3 atm.. but i dont really see any difference .

yeah, same here i dont see any difference with it activated
