Why VIP only?

I know CN gets it because VIP cost super cheap (up to 50% less balen cost from buying the 6 month deal)
So almost everyone in CN have VIP.

But for here... it just widens the already large difference between Players.

Especially the fact that you can't buy VIP with Balens, LOL (unlike CN... again...)
