Why?

1st wins all 10.

2nd loses once to first place and has 9...

3rd loses twice: Once to first place and once to 2nd place: ends with 8...

Easy...

Because of the way matchmaking works. If after 9 rounds there is one person at 9-0, and another at 8-1, they are essentially guaranteed to fight each other the last round. There WONT be 2 players at 9-0 in the last round as they would have already fought in an earlier round.
