I don't see why this isn't possible. VIP doesn't care for stats, it cares for buying and activity. Server 250 isn't new so couple that with dumb decision making with the balen he/she bought, this is very viable.

I'm lvl 59 with 63k BR, 300 away from VIP lvl 7. It just all depends how you spend and how much you play.

Maybe he bought all loids and leg stones preparing himself for pve 60 thats why you cant see him wearing that because he is only level 50+... W8 until he reached level 60 then you will see he completes his pve 60 legendary in 1 day... In oceanic servers there is tepen who reached level 60 in 2 days wearing complete level 60 pve set legendary...
