Is this the weakest active level 62 in the game?

Could easily be an alt that is simply used to feed the main account gold. There are plenty of L70+ alts in S1 with 30-50k BR.

Why would you get leg 40 set on a gold acc?

Actually I've seen a few 25k's in BGs in this bracket so its not the lowest I guess.
