balens for VIP cards..

They once had this in the item shop wherein you can get VIP cards using balens. I don't have Paypal account and I stopped using credit cards since last year (had me broke.. flat broke) so I cant buy VIP cards. Why not include VIP cards in the item shop again?? since most players don't have credit/debit card..
