how do you change the order of their skills? it says right next to formation to click in order to change skill but no option for me to click anywhere besides changing the formation.

In the screen at the Sylph arena NPC, Where the skills are on show, in order:

Click on the position/skill you wish to change.

Then a new tab will pop up with the available skills. Click the skill you want in the position you clicked.
