About sylph skills

So i was reading the sylph skill helm today, and i noticed this particular point


It seems this is why we have the skill levels, i wonder tho, has anybody actualy seen this happen?

afaik chinese skills are still lvl 1. maybe its something they had planned but never implemented (or not yet), like homestead or the other 2 fate-skills

Their entire help "file" on sylph skills is incredibly misleading and confusing.
Nobody really knows what any of it really means.

We've deduced the big outlines of what it's supposed to say, but the details are hidden behind terrible translation from chinese to english.
