Help on Archer skill build

So what is the use of scatter shot

remove positive buff of enemy.
3 lvls of scatter shot.
if u got only lvl 1 it's completely useless.
minimum is lvl 2.

i go with deep frez. im more pvp
u can experiment with some build n if u dont like u can always reset.

max out passive skills focus attack, acumen and eye of eagle. then level up arrow strike and multi shot and lvl 1 delphic sniper. im in lvl 36 nw. good for pvp.

Question is does that work in PvE as well? I realize that there is a lot of PvP features in the game, but maybe the OP is looking for a well rounded character that can do all aspects of the game equally well. Maybe not top 10 in anything, but decent in everything.
