level 70 exp penalty removed?

on the wiki it says at level 70 the exp penalty is removed I am wondering if it is true. (like does my exp drop from doing demon temple or moonevil)

ok thanks lots of people were doubting this so i tried asking here to get comments from people who already got 70

And if you level to 71, you'll get a significant increase in xp from bounty quests too.
