Fahsion Shard Synthesis

Why is there a level requirement to complete this? I am level 45 and just got my 10th shard from the circuit quests, why can't I use them? 35's use these circuit quests.. kinda pointless to have a reward that is unusable. I've heard that it is level 50 required to make a fashion core, but spire is level 46 to complete and also gives fashion shards -- where is the logic? Please reduce the level requirement on fashion shard synthesis. Or give a better and/or useable reward for sub-50 circuit quests.

not ready to level up. It doesn't change that it's a pointless level cap on an item reward given out to level 35's anyways.

like those quests that require you to upgrade and or level up you sylph to a certain level.
