you obviously don't know how hard that move hits...

Not harder than Flash storm. If there is need to reduce casting of it reduce cool down time, not casting time.

It also disables an enemies move at random if i'm right. if you had no cooldown you could continuously spam them and not allow them to use any moves.

I'm not arguing about cool down. While it is casted my troops hit two times. Thats only true for delphik strikes. With 2 turns casting this skill is practicaly usless. Thunder strike wil give more damage for the same time.
