Well this is kind of true on the Arabic things.
I see a good amount of Arabic people, but not enough to make a server over it.

well , lets make a poll which requires arabic people to enter their names and server , the devs can check if they got vip and purchased balens or not. as for the translation , the players themseleves can volunteering to help to cut the costs , i myself volunteer for translation

It's already a lot of work for them translating it from the chinese version that's why it is international language to begin with.
If they would start making servers for specific countries they would have to do it for all of them, and unfortunately that won't be that easy to deal with.
We would end up complaining for every little bug which it already happens from time to time.
Sorry to bring you the bad news, but i doubt it's doable, but if you really want that you will just have to file a ticket and discuss it further with people that can.
