I'm sorry but R2 does not have an Arabic language team, nor are they able to create a server on any other time zones than what shows up in the list already, so there is no way to create an 'arabic' server.

It's already a lot of work for them translating it from the chinese version that's why it is international language to begin with.
If they would start making servers for specific countries they would have to do it for all of them, and unfortunately that won't be that easy to deal with.
We would end up complaining for every little bug which it already happens from time to time.
Sorry to bring you the bad news, but i doubt it's doable, but if you really want that you will just have to file a ticket and discuss it further with people that can.
