How about 0% exp scrolls? You can even make money by selling them. For all the new ways to squeeze some $ out of people, this one I would be a bit interested in.

Well you can to some extent. Eventually you max your talent available until you hit a higher level, or the talent exp dump costs than it would to level up the toon, so you get forced into leveling. 0% exp scrolls would be awesome, for all the slow levelers.
