Low levelers, slow levelers and campers do not usually do catacombs and necros, unlike those higher, advanced levels. I think Wartune was still kind to them to give them gems, so they can still catch up, even a little bit, to the higher, advanced levels...

Be glad the 9999 stacking is here, so those SC you cannot use now will not be too much problem in inventory... And who knows, you could trade that for the new soul engrave whatever is that.
