How do I use this item? I play the game on my iPad. I've tried typing /d first, doesn't work.

try putting it in your inventory, then go to the chat window and click on the chat option to the left of the box where you can type your chat message and you should see large bullhorn as one of the options out of current, guild chat, party chat, system chat, etc.
