Delphic Hell Thunder shield from Callousness

anyone have any idea what percentage the 'chance' is on that skill? I try it like a bazillion times and get it once, maybe.....

I did arena with a mage who used that skill and had that talent maxed. Within all 15 fights he applied that shield around 7-8 times.
