i have 2 astrals... 1 is reduce all dammage values by (insert number here) and i have an astral thats reduce all dammage by % i have the first one and just got the 2nd one...

i havent upgrade the 2nd one.. which is better considering i can't equiped them both at the same time..

IMO the number 1 is better.

The direct damage (constant value) reduction one is useful in campaign and Multi-player Dungeons and some week players. Percentage of damage reduction is good against players and WB. If you have the space, keep them both.
