find it odd that from lvl 2 to lvl 3 tenacity skill, only a increase in 2% damage decrease , is there something wrong ?

Max is 7% DR.
thats 7% damage reduction against EVERYTHING. Which can be stacked with astral DR.
The skill is fine how it is
