What are the best requirements for playing WARTUNE?

Wartune, hmm. I used to run 5 Windows (Accts) without any lag or problems on my laptop until a few versions ago that had me include the pseudo-screen saving hot key routine to turn off the screen on those I am not using. Even at 1, still lags like a school bus.

And then I was running that Hall of Heroes on my fone to find out it's the old Wartune of yesteryear.
