how to lvl talents up at lvl 80?

I just got 80 and when I put my mouse over the exp bar it says "max level has been achieved" instead of exp so how do i lvl my talents at lvl 80? confused

Remember, Max Holy Seal Level Is 99, and Max Talent Level Is 179.
