This might be a bad suggestion, but it depends on the persons opinion on this. You can do spire with/without rewards even thought its an event so why not Tower of kings? People get frustrated when they don't get a team for Tower of kings because others have already done it and you cant do it again. its easy to get a spire team since you can do it again with or without rewards. If you put a rewards/no-rewards option players can help others if they want to for Tower of kings.
