I'm a decently strong toon with about 116.5k BR at Lv.62, but I like being in smaller guilds for some reason. Smaller guilds have more non-cashers, but a lot of lower BR characters can make for a lot of distraction in guild battles. I'm suggesting doing something to attract more players to guild battles, like giving a nice 25 devotion just for participating to the end of it. It might sometimes take an hour with more people scampering around and slowing down high BR players in opposing guilds. And if you're worried about balens, this might be a good way to get people to spend more on items to get stronger to compensate for all the extra imps running around guild battles. 
And it would give those players a chance to get to 100 devotion three times a week for a few extra mount whips and other items.
