      More searching on this topic shows some very useful info;
      For B2C (Business to Customer) transactions, the customer’s location determines the amount of VAT to be charge according to local VAT rules on Digital Services. For instance, in the EU, VAT MOSS scheme applies for the supply of telecommunications, broadcasting and electronic services (TBE) to customers (non-taxable persons).           On the subject of the VAT for EU residents - All companies who sell anything to an EU resident are required by EU law to collect a tax from those residents at the rate specified by the resident's country, which is then forwarded to HM Revenue & Customs when the VAT return is filed, regardless of what country the company is headquartered in. Digital purchases are not exempt from this tax.

          Any questions about a company not charging VAT for EU residents should be forwarded to that specific company, as only they can answer that question. Any other questions about companies collecting VAT can be forwarded to your local tax authority.

            I live in the United States and R2 and others hit me for this tax....Gamerocks never charged me the tax

                It shouldn't say it's VAT, should just be regular tax as most states have a sales tax. Gamerocks may have been paying that tax on your behalf. R2 use to as well, but payment channel fees went up, and so instead of raising prices for recharges, they just have us pay the taxes now.

                    That's the million dollar question right now, and I wish I had the answer. Unfortunately, it will be a while before we get a definitive answer about the status of the game, as the matter has been taken to court. You can follow along with the case filings at the link in the first post.

                          The UK will leave the EU VAT regime, Customs Union and Single Market after 31 Dec 2020. Until such time, VAT is still collected from UK residents.
