The gold shards come from a pack that you buy with Balens. You need to buy 20 packs at 25 Balens each to get the 20 shards needed to make the more powerful rune.

accualy some servers might be over 3 hours because of the diffrent times the maintanence's started on diffrent servers along with diffrent time zones and some of the servers that started early might have not even ended maintenance yet.
