GameRocks platform will be releasing a new server for Wartune. Server S239 will be a new East Coast Server, opening on July 6th at 10:00 AM EDT (10:00 PM GMT+8).

Unfortunately, you are subject to whatever payment methods the platform has available. For GameRocks, it seems they prefer credit card and paypal.
