I feel its kinda a rip off that i had my frag weapon to +17 and i went for my+18 and it drop to +10 just from one fail is this normal or is something wrong? because i dont feel like thats right.

This is the intended feature. The fail rate is ridiculous so you will be spending quite a lot to +18 it. Or if you are extremely lucky it might not. It's why most people stop at +15 +16 -
