Lets say that you are Lvl 71 and don't have 6 mil exp on 71 yet, will you get "deleveled" back to 70 if you open the L4 Chest in Treasure Trove, or what'll happen?

Sounds like that would be exactly what would happen. I'd be careful of that if wearing any gear that requires you to be that level.
