Soul Engraving on low lvl

In last time, in BG Bracket 40-49 i see some people who get soul engraving 80 lvl, where they get so many soul crystals, donate or some other way? Or cheaters?
And how much need soul crystals to get lvl 80 SE, someone know that?

I didn't think you could see soul engravings on different server characters...

The highest I've seen anywhere on R2 servers is late thirties and that's a level 70+ char.

Maxed Academy, refined gear, Level 5 & 6 Gold Astrals, 22 Level 5 gems, 2 level 6 gems, level 18 soul engraving, Level 9 guild skills, Elite Crusader Medallion & several mounts

On top of that - playing very carefully to maximise total return. You may or may not have noticed that I carted the entire battle ground. I got 2 level 2 gems out of that battle ground. I always cart and I can usually get 3 gems out of BG's. Plus the 95 devo gem is a level 3 gem minimum every day.
