Temp mount question

I know when you used to buy temp mounts your max train level went up then dropped back as the mount expired, but one patch note said temp mount stats were fixed. Does this mean after getting the temp mount that the max train level stays up so that you are not getting the same temp mount boost each time or is it dropping back each time when it expires?

if you have never owned the mount before, all stats and train level go up. if you have had that mount in the past, only the temp stats go up. You do not gain another increase in training levels.

Thanks that is what I was wondering. This means can use the temp mount and get the training level permanently up for myself.
