My willpower meets all the requirements but some quests are still red

Willpower can only do one quest at a time. You have to add Eudaemon to do the other quests.

In this case my willpower fills 2 criteria - u may need to check where you get your info from...............

The Santuary Hunter only has a lvl 5 skill

Your sanctuary hunter is lvl 10 with greater than uncommon equipment, so fulfills two of the quests on it's own. Your willpower I presume has a lvl 7 or higher skill? which would pick up the third quest. If the guide is wrong, I can accept that. Without your hunter, how many quests are lit up?
