Is this not available yet, like the grass. How do you restock guild merchant?

Dragonchant clothing will be in events, such as the Recharge Wheel on 12/7.
The guild leader restocks the guild merchant by using Guild Assets, which you obtain by getting Guild Devotion. You will also use Guild Assets to unlock skills in the Master Skill Tower.
