Mage 45 Weapon

So.... of all classes, why is the Lv.45 PvP Mage Staff the same look as the Lv. 35? The icon is different, but the actual staff itself is the same exact boring stick i've been holding for the past 11 levels.

Is this some sort of bug? or something r2 forgot to change?
