Level limit Quest Drop rate

Making Private order a guaranteed drop since we already have a honor synthesis shop to make higher tiers. Seriously, spawning elite monster is already rng. Why are we still making the lowest tiers rng too? And worst. low drop rate. It's a bad system where some will really have to spend one in game reset to do if they are very unlucky with the drop rates.
