soul upgrade not affected by modifier?

just wondering,

say i upgrade my PDEF thru soul from 10 to 30 (20 increase in PDEF)
n i have add 10% PDEF as one of the modifier

instead of getting additional 22 PDEF I only get 20 since the soul upgrade not affected by modifier.
