Tycoon didn't appear right after reset, took like 5-10 minutes to appear.
For the players who did their stuff right after reset " Not " checking, they lost their points.
I am not sure if it's a player mistake ( not checking, knowing our lovely devs ) or their fault for not adding it, but can say it's 50-50 for both sides.
Can try sending a ticket and see what answer you will get.

5-10 minutes? try almost an hour for s180, Faults on both sides, player for using item, R2 for being lazy & not reading via system & added points from the said rewards, send a ticket? waste of time, they'll reply within 48 hours with "pro team is looking into it" then go blank like always.Comment

There's nothing R2 can do if the devs ( GTA ) forgot or did some changes in the last minute which resulted in a " delayed " Tycoon appearance.
