CrossServer still unavailable on S207

I have been trying to join CrossServer war since the server launched and the join button has never lit up during the correct times 1300-2300 server time on S207 Vaporous Citadel. Other players have that me told it has only been available at odd hours such as 0300 GMT. When i report the problem via a ticket I receive this:
R2 Rachel replied:
Dear player,
We have reported this problem and it’s supposed to be fixed now, please check.
-The R2Games Team.

Still nothing available during correct server time. please address and compensate players accordingly.
