Photo album unlock

Please can anyone tell me how to unlock the photo album.
I got the first step of Jon Arryn unlocked but a stuck there.
I have a lot of shards but every time i try to unlock step 2, it tells me that the album bonus not is unlocked.
How do I do that ?
I hope some can help me (and possibly a lot others)

You need to finish the specified number of albums to upgrade the levels. The first column (Collection) is the number of albums that you need to complete before you can upgrade.

In the albums, you have an Unlock Conditions area, where you can hover to see where those pieces of album come from. You can use the spare shards to trade with people who have already completed theirs, so try making friends you can trade with.
