There are No rebel leaders on k249 .. kinda hard to do world progression without them .. please fix

Rebel leaders spawn on the even hours (game time). I don't remember how long after they are unlocked in World Progression that they appear, but it should be within a few respawns of them unlocking for the kingdom.
