Once you are level 80 mortal (you can be over 81 if you want to work on soul or wings more since those have level requirements to upgrade)
Go to the NPC in Tyria Village (the place you started the game at level 1)

Accept the quest from her;
abandon all other quests you have but that one quest; and complete it.
You will then have a name Scion: (S?)NameHere Emperor
and be level 1 again; like you were just starting the game; BUT with all the stuff you already have; you don't lose anything but your level and the skills and stats you've gained from leveling up to 80.
you get more stat points and skills/skill points.

The quest requirements is 15g
1 shard of each from dungeon
ice, brilliance, void, light, heart
